[She fumbles to put the tablet down, digging through her backpack and pulling out a small blue box.

Good evening Norfinbury. As you all know, Handsome Jack was recently taken into custody for the safety of the community at large. He murdered a child, Vriska Serket; granted, with her informed consent, but I know that in at least several of our worlds this is still considered murder. He threatened to murder others. He was previously involved in the kidnapping of three people, an episode in which two of those people were badly injured.

A number of us who were involved in the search for and capture of Jack have discussed how best to prevent Jack from being a danger to others. This is our proposal: that Jack be relieved of his weapons, kept under guard, and his communications monitored for the foreseeable future. He would be accompanied at all times by no fewer than two guards on rotating shifts of approximately ten days, pulled from a roster of able-bodied volunteers.

If you have a strong objection to this proposal, please register it here within the next couple of days. If a majority of the community objects, we'll come up with a different solution. If you wish to be on the volunteer roster, please let me know.
