A couple of nights ago, Charles brought up a very good point. I'm sure you've all seen it by now. And I think that even if no one but the explorers is taking the food and supplies left, he's shed some light on an important issue to consider for the future.

So what I'm suggesting here, right, is a system of accountability. Those of us who are leaving supplies will leave our contact information - names and usernames, with a request to give us a ring when supplies are taken. And that, yeah, that'll serve two purposes. One, it'll let us know when a supply point is running low and needs to be restocked. And two, if many things are disappearing without any messages to us, it'll let us know that something might be going on that needs to be looked into.
I, for one, would very much like to know if the supplies meant for the explorers are being misappropriated.

If anyone who isn't exploring new areas is taking food and supplies that are being left, he wants them to know that he specifically is paying attention.]
Now - it's true that things aren't very centralized here. Yeah, there hasn't been much communication. And therefore, I think that most of us are gonna be understanding towards those that might have taken things out of ignorance - not knowing that they were meant only for people traveling into unexplored areas, where useful tools might be especially needed and town-provided food might be hard to get to. But I would hope that now that this has been made clear by both Charles and myself, you'll all keep this in mind for the future - and, of course, return any supplies you might have taken that haven't already been used up.

It also has the benefit of tracking who is actually coming and going from these new areas as well as allowing people to know who is taking what and how much.
[Spying on people is kind of what he does after all. Why not make it fun for everyone?]

Hm. Interesting idea in theory, and agreeing that creating a system of communication could probably be helpful in directing everyone's attention to where things are needed. At the same time I can see a lot of problems with practical implementation, especially in regards to trying to enforce and punish those abusing the system in some way.

[Not to mention the ability to trust each other to be fair. There was a reason the US tried to have impartial juries that were unconnected to the case.]
I'm referring to the amount of resources investigations and hunting someone down might waste, not to mention there's enough animosity between plenty of us already without adding the conflicts that punishments of dubious justifiability will inevitably create.

Communication would be damn great, but it's been strongly established that the entire lot of us has a one-track mind most days. Asking to change a habit at this point isn't going to do as much as figuring out a plan and forcing circumstances to adapt people instead.
Providing information for drops and pickups only serves a purpose if people actually use it. If things are being taken as it is, people aren't just going to stop doing it because there's an extra step involved, especially if they're already low on supplies. Numbers would be too easily screwed up, and that's not exactly a delicacy I think we all have the time to deal with.
I heard you mention guards, which would be a waste of manpower and a higher risk in general in a space that already has too much activity. If we're needing person-to-person accountability, then having point people instead of drop points could work. Still divide the load between various parties, but anyone needing supplies needs to get it through someone on the line. Disrupting that takes a little more effort than rooting through a house when no one else is around, and someone who would resort to thievery or the like for their supplies could be outed much easier and dealt with accordingly. [Yes, Alfie, he counts you in that window. But that's not something he's going to dwell on here. This is business.]

I'm still gonna try out this method for my own supply drops - the names, the contact. If it fails, if it's not used, the only thing that goes to waste is a bit of pencil lead. I've already got a note sitting there in the cabinet; I'll just add a few lines onto the end.

Fair enough. It's not a bad option, I just don't see people using it unless they're too honest and too desperate. Not without tweaking it.
I don't know when I'll be back to the tunnels, but if I need to adjust my runs to have people meet me, I don't mind putting my information down. Museum, maybe, and the entrance. Not for people to call when things are low at the drop point, because at this point that's going to be constant. But if people have someone to contact to let one know just how many people with low supplies that they're possibly working with on a given trip, then we could get a better idea of how much distributing we need to actually be doing. Might let them take the extra twenty-four hours needed to get an extra pair of hands for hauling or the like.
