A couple of nights ago, Charles brought up a very good point. I'm sure you've all seen it by now. And I think that even if no one but the explorers is taking the food and supplies left, he's shed some light on an important issue to consider for the future.
[There's a creak of a chair as he adjusts, still struggling to get comfortable with his broken ribs.]
So what I'm suggesting here, right, is a system of accountability. Those of us who are leaving supplies will leave our contact information - names and usernames, with a request to give us a ring when supplies are taken. And that, yeah, that'll serve two purposes. One, it'll let us know when a supply point is running low and needs to be restocked. And two, if many things are disappearing without any messages to us, it'll let us know that something might be going on that needs to be looked into.
I, for one, would very much like to know if the supplies meant for the explorers are being misappropriated.
[He gives a significant pause here, wanting that to sink in. It's no coincidence that this is coming right on the heels of House's post about him. If anyone who isn't exploring new areas is taking food and supplies that are being left, he wants them to know that he specifically is paying attention.]
Now - it's true that things aren't very centralized here. Yeah, there hasn't been much communication. And therefore, I think that most of us are gonna be understanding towards those that might have taken things out of ignorance - not knowing that they were meant only for people traveling into unexplored areas, where useful tools might be especially needed and town-provided food might be hard to get to. But I would hope that now that this has been made clear by both Charles and myself, you'll all keep this in mind for the future - and, of course, return any supplies you might have taken that haven't already been used up.
Thank you.
[He cuts the feed.]

[She's more than a bit exasperated, but, fine. We'll set that aside for now and go to the ultimate root issue, that doesn't ultimately have to do with authority or not.]
Look, there's multiple problems with this, but let me just explain the biggest one, in light of recent events.
[Events he's had no small part in.]
Say we as a community do decide to adopt this plan, making it as official as anything can be in this place. Now people are marginally held more accountable for supplies they take. But how do we make sure those that end up punishing others are held accountable if they take things too far? Who would even get to decide what "too far" is?
It blurs the line between punishment and personal revenge. And that will get messy fast, and could have a lot of collateral damage.

"We as a community" are not gonna do anything. That's it, right, full-stop. It's not gonna fucking happen here. I am only stating my intention to handle things in this particular way. I think it would be a good idea for others to do something similar, whether they choose to bring punishment down on the transgressors or not. You and I, I'm sure, have different ideas of what going too far is, but I don't plan on going off like a loose cannon, and from what I know of the other suppliers, none of them will either. If you really think this is gonna cause a chaotic bloodbath, I don't even know what to say to something so needlessly reactionary.

[Enough to make his "suggestion" ultimately ineffective. She still thinks this isn't how you'd handle what is solely meant to be a personal declaration, but fine, whatever. He's clearly not budging, then again, neither is she, particularly on the note that she doesn't trust him.]
That being said, so long as you accept that and any other consequences your "punishments" might cause, then there's really nothing more to be said. So long as you only intend to punish for the supplies you leave, and anyone willing to let you speak for them.

[She'll make her own judgement on whether it's "good" or not, and keep that assessment to herself.]
Unfortunately, not everyone listens to logic.

[Especially since he's tended to be completely assured of his own correctness in previous arguments they've had.]
SORRY I'm on my phone and when I enter in the wrong place it submits instead of going to a new line
Yeah. But my point, here, is that you are welcome to distrust me. It honestly make little difference to me. I'll keep doing what I do, right, and you respond to it how you like.
