the administrator. my best guess is that it's a safety precaution because of the anomalies hanging around. I don't see why they would otherwise.

a friend of mine got a door slammed in his face. we tried everything to break it down but there's something about the houses here. I mean they look rickety as hell but when lockdown happens nothing can get out of them.

and nothing and no one can get in either. he froze to death.

[Bucky doesn't think either of those things will be an issue for him. He can survive extreme temperatures and he has, frequently, in the past. He's also pretty sure that his arm will be capable of breaking down any door.]
