The message is far clearer in Miller's house. He's actually saying:

"I'm going to borrow you. Stay calm, or don't."

I suggest precautions be taken considering Miller's history.

A repeat of the cultists purge, however that worked last time, seems the most obvious interpretation. However he may be talking about pulling people down to effect repairs to the system again. It could potentially be very useful if residents who were previously involved in those repairs could report their experiences. Top tips for fixing a fake reality as it were.
