Why hasn't the town been mapped yet?

Visibility is maybe like, a quarter mile on average, we're slogging through three feet of snow, the doors are locked from 7PM to 6AM, we're all starving and dehydrating, anyone with powers doesn't have them anymore, and there aren't any buildings still standing tall enough to get a decent vantage point from. Oh yeah, and there are anomalies running around that kill you with a touch and something called MN poisoning doing god knows what to our heads.
