Her goal is to keep the town alive. You may have noticed she's not doing the best job of that. If there's someone who can complete her goals more efficiently, she has to cede power.

If you're still alive, she hasn't yet failed in her goal. There would be no reason to transfer.

Do you even know that your plan will work, in that case? I mean. Say we all die, like every cycle has before. If the new anomalies satisfy the town population quota, then surely their presence will also keep the current admin in power?
