It's not something I haven't had to ponder, myself. I am immortal - or I was, and had special powers, before this place. And yet, I would not consider myself truly divine.
I would say the difference is in origin. Humans or human-like beings such as the monsters of Frisk's world are of mortal origin even if they themselves are not or are no longer mortal. We are born through mundane means. Divine beings are created, rather than born. How we came to be shapes how we see the world and others, and I think that creates a distinction.
