Enforcement would involve tracking the offending party down and making sure that payment is made.

Your other question doesn't make much sense, does it. Of course I'd rather get out and go home than spend my time gathering odds and ends here, but I don't have to make a choice between this or that. No, on the contrary, encouraging the movement of supplies will help things. I'm already deliver to the explorers free of charge.
