I'm afraid an American kitchen is unlikely to have the usual foods we would pair with afternoon tea. Scones with jam and clotted cream, Victoria sponge cakes, and cucumber sandwiches are a few examples. [Prepackaged American snack cakes are the closest thing England would expect to find here...though he's sure Quark wouldn't mind those.]

Perhaps you could find some biscuits. [He moves to check the temperature of the water, and then pauses.] That is— cookies.

[He's going to call cookies biscuits for awhile now. Beaming, he starts rummaging around.]

Does it matter what flavor they are? Oh, what's in a cucumber sandwich other than cucumbers? That sounds like it might be easy enough to make!

Normally you'd pick a biscuit with a milder flavour so that it can soak up the flavour of the tea without overpowering it. But you may pick whatever tickles your fancy. [Quark is just a boy, after all! A boy who is not used to luxurious things, at that. Let him eat biscuits.]

And you can make a cucumber sandwich with cream cheese and salt and pepper on white bread. Usually the crust is cut off and they're served as small triangles or squares.

How about these?

[Quark produces a box of vanilla wafers. They seem mild! And like they'd be good for tea-dunking. He's very careful not to shake the box too much so that there won't be too many broken biscuits inside. With England's approval, he'll start on the hunt for cucumber sandwich ingredients.]

[Mycroft's just this side of creeped out by the talking cat, so he'll refrain from continuing on with this conversation for now, unless something else comes up.]

I usually don't interfere or bother with the business of people in general unless they're acting against the state or breaking the law or in need of surveilance--[He sounds distasteful, like people were so troublesome in daring to bother him with their existence...] --but if you hold any value at all on your well-being, you need to get some. [Maybe he reminded him a little bit of Sherlock what with the drugs.]

Those should serve our purpose well. [England retrieves the wafers and places them on the counter alongside the mugs for the tea. The kettle is whistling, so England prepares the teabags in the mugs and grabs a couple of saucers, as well.]

This is really exciting!

[An actual hot drink! So cool! It feels really special to be able to do something like this with England. A real learning experience! Quark darts around the kitchen looking for what he needs. He pulls out a cucumber, finds a loaf of sliced bread, salt and pepper shakers, and a package of cream cheese.]

Are you supposed to peel the cucumber before you slice it? I've never had to prepare something this fresh before!

Oh. Oh, well that's okay, then.

[Relief floods through him, Sylar is a friend of his and would never take the limbs and do something awful to them.]

[Quark's being really brave about this, and Al can't help but admire that.]

...that's what my brother said when he lost his arm and his leg. Granny told him the surgery and rehabilitation would take three years, and he did it in one. Now he's as strong as ever, so-- so I know you can do it too.

[He's watched like, none, except for maybe snippets when channel surfing back in Houston.]

[ He thinks about it - and comes up with something, even if it's small. He's not a great story teller, he's right, but provided Davesprite asks him about details, Royce can give him a pretty decent tale of one of the times the jobs went wrong and Hadrian ended up with half his hair shaved off.

It's enough to last them until things start to get bad. ]

If this really is the cult... We've seen enough of their buildings that it can't be anything good. You were with Ecks, right? You've seen the worst of it.

[ He's almost disappointed in the reaction, but also relieved as well. Frowning a moment at how perplexed he feels. ]

England hums in agreement.] It's nice to get out of the freezing cold for once. We've even been cleaned up. [And they can eat normal food, but he won't say that to Alphonse in an attempt to have some tact...]

It's no trouble. [While the water works on boiling, England turns to Enoch and leans back against the edge of the counter.] There only seem to be a few types here, but I'd expect as much from an American kitchen. [He picks up one of the packets containing a teabag and offers it out to Enoch to look at.] This is an English Breakfast blend.

[England can't help but snort a little, his thoughts leading him to a similar place in regards to House.

His gaze follows Vanitas' hand to the elevator.] That's what I was thinking. This is a large building, and there are only a few of us on this particular floor. It would be strange if we were the only group experiencing something like this.

We shall see. I have no doubt that someone will come for us. If they are unwise, I may be able to escape.

[Stephen finally stands up, stretching to take some of the stiffness out of his back and peering out at the people he can see in cages across the way. His attention is drawn to the plastic bracelet on his wrist, and he eyes his name and the code printed on it with a furrowed brow.]

You get outfitted with one of these bracelets?

In other words, Rhys, Stephen's magic is less about spirits and more about energy. Not that one can't make bad decisions regarding both.
